Policy Guideline: Supporting Clean Energy Technology Startup Ecosystems at the National and Subnational Levels

This report builds on a previous study that mapped the clean energy technology startup ecosystem in five provinces (Jakarta, West Java, DI Yogyakarta, East Java, and Bali). Using a data-driven approach and practical insights, this document expands its scope by delving into quick-win policy mechanisms and identifying solutions to address ecosystem development challenges at both the national and subnational levels. 

The guideline offers 22 detailed policy recommendations and programs, including innovative financing mechanisms, market access expansion, and the integration of cleantech ecosystem development into regional development planning documents such as RPJPD, RPJMD, and RKPD. Key strategies include the establishment of government-backed venture capital, expanding Credit for Small Enterprises (KUR) to startups, pilot projects with strategic sectors such as manufacturing and tourism, as well as facilitating matchmaking and dedicated mentoring for the cleantech sector.

This document serves as a technocratic reference for policymakers to accelerate energy transition, advance the green economy agenda, and enhance regional competitiveness through the strategic development of the clean energy technology startup ecosystem. It includes strategic narratives and success indicators for mainstreaming cleantech startup development into regional development plans, aligning with the Indonesian government’s vision of leveraging high-tech entrepreneurial innovation beyond the digital and conventional sectors, with a particular emphasis on clean energy as a pillar of sustainable economic transformation.
