The Role of the West Java Provincial Government in Supporting the Clean Energy Technology Startup Ecosystem (Cleantech Startup) in West Java

West Java Province stands at a crossroads of achievement and challenge in its pursuit of sustainable energy practices. Having successfully surpassed the 2025 target for renewable energy in the regional general energy plan, the province has showcased its potential for cleaner and more sustainable practices. However, this achievement is tempered by the stark reality that West Java is lagging in meeting its 2030 emission reduction target. As of 2021, only 2% of the intended reduction has been realized.

In light of the Net Zero Emission (NZE) target, West Java faces a critical need to bolster its adoption of cleantech solutions to align with emission reduction objectives. The province’s major energy emission-contributing sectors, in sequence, industry & building, power, and transportation, must undergo transformative changes. The existing scenario underscores West Java’s heavy reliance on fossil resources, the absence of clear directives for green industry development, and the limited integration of electric vehicles with lack of support for public transportation infrastructure.

To address these challenges, the policy brief aims to provide a comprehensive set of recommendations focused on escalating cleantech adoption, through the cleantech startup ecosystem. Notably, West Java possesses a promising landscape in the form of a growing cleantech startup ecosystems. Not only the local government, related stakeholders such the local cleantech startups, incubators, financial institution, academic institution, civil society organization (CSO), etc., need to hand in hand in developing the cleantech startup ecosystem. 

By strategically integrating cleantech startup as our solution in accelerating the energy transition, West Java can not only expedite its journey towards achieving emission reduction targets but also stimulate economic diversification. The policy recommendations will center on fostering collaboration, offering incentives, and providing strategic guidance to amplify the impact of cleantech adoption in West Java. As the province aligns with broader government objectives for energy transition, the empowerment of local cleantech startups emerges as a pivotal driver for positive environmental and economic outcomes.
